During the disaster/emergency event immediate housing support (if required) is usually provided through neighbourhood safe places or evacuation centres.  These places of refuge are usually set up in local (non-impacted) venues that have the capacity to accommodate potentially large numbers of the impacted population (i.e. community halls, RSL clubs etc).  Disaster response agencies such as the Red Cross and Salvation Army will be deployed at emergency and evacuation centres to provide immediate support such as food and blankets, crisis counselling, collecting individual and family data and assessing people’s immediate needs.   In cases where people are not able to return to their homes, longer-term accommodation options must be investigated.   This may include crisis accommodation provided through family and friends, state housing authorities (i.e. motels, existing social housing stock), and private rental housing.

* Be aware that an increase in numbers of people requiring temporary rental properties in local communities can put increased pressure on already limited rental housing stock.  This has the potential to lead to a temporary increase in rents (with increased demand), which can create additional barriers for people to access affordable housing.

People who are already experiencing housing insecurity and homelessness can be particularly vulnerable.  If possible the housing (whether it be short or long term emergency housing) should be located in the non-impacted areas of the community to ensure a continuity of links to family, friends, neighbours and local services.  This can provide people with a sense of continuity and on-going connection with familiar places and people.  Many parents will work hard to minimise disruption for their children by keeping them linked to their local schools.   However, this can be challenging if families are relocated long distances from their local communities.

Government recovery services need to know where to find people displaced from their homes in order to provide the first phase of financial assistance and to gather impact population data for recovery agencies.

There are people who may not feel safe remaining in the community that has been impacted by disaster – there will be many visual reminders of what they have experienced and what they have lost. Some people may want to leave the impacted area as soon as possible to gain a sense of safety. It is important (where possible and appropriate) that contact details are collected from people who choose to relocate outside of their community. People who relocate outside their community and can’t be contacted can find that they miss out on the services and resources that can help them to rebuild their future.

As a local service, you will have existing knowledge and connections with local social and emergency housing agencies. It can be helpful to keep up to date with who in your community or region can provide people with emergency housing or housing support in the event of a disaster.
